As you may already know, ZATCA introduced the Electronic Invoicing System (FATOORA), making e-invoicing mandatory for all invoice-generating applications under the Kingdom of Saudi Arabia's tax regulations. The objective is to improve business transparency, simplify tax compliance, and help organizations manage their financial operations more efficiently.
While the transition may seem challenging initially, businesses quickly experience the benefits of automated invoicing, standardized tax procedures, and improved operational efficiency. The complete implementation of the FATOORA system is planned in multiple phases, with Phase 1 becoming effective on December 4, 2021. Businesses are required to use e-invoicing software that complies with the technical specifications defined by ZATCA.

ZATCA does not require businesses to use only listed software providers. Any e-invoicing solution that fully complies with ZATCA's technical and regulatory requirements is acceptable.

- 3. Software vendors can apply for qualification with ZATCA. Solutions meeting the required standards may be included in the official indicative list of solution providers.
- 4. Businesses are free to choose any e-invoicing software that satisfies ZATCA's compliance requirements, regardless of whether it appears on the indicative list.
The ZATCA indicative list is intended to help taxpayers identify potential solution providers that have completed the qualification process. However, inclusion in the list is not considered an official approval or endorsement by ZATCA. Compliance with the published e-invoicing regulations remains the primary requirement.
